CQC Deputy Chief Inspector of Hospitals and Lead for Mental Health

Paul was appointed deputy chief inspector of Hospitals in January 2014.  His role is to lead on mental health at the Care Quality Commission (CQC). Paul is responsible for the development and delivery of the programme of inspections of NHS and independent sector providers of mental health and substance misuse services in England.  He is also responsible for ensuring that the CQC meets its responsibilities to monitor the use of the Mental Health Act in England.

Paul has more than 20 years’ clinical experience as a consultant psychiatrist.  Also, between 1995 and 2011, he established and led the quality improvement programmes managed by the Royal College of Psychiatrists.

Paul has been involved in work to develop and implement national health policy in the English National Health Service for more than 20 years and have authored than 180 academic publications.
